CENTRAL SECRETARIAT STAFF FEEL THE 7TH CPC HAS LOWERED THEIR STATUS COMPARED WITH THE FIELD STAFF IN TERMS OF BASIC PAY

7th Pay Commission – CSS Staff Protest hits Rail Bhawan – The central secretariat staff feel the Seventh Pay Commission has lowered their status compared with the field staff in terms of basic pay.

Image result for seventh pay commissionThe Seventh Pay Commission proposed to restore field staff pay parity with the central secretariat staff for coming under uniform pay package in its 900-page report, the central secretariat staff now get higher pay than field staff.
A CCS official said the Seventh Pay Commission proposal deprived the staff of central secretariat and the Assistants of the secretariat will get same pay, equivalent to Assistants of field offices.
The Assistants of central Secretariat service now enjoy grade pay Rs 4600 while the Assistants in field offices get pay grade Rs 4200.

The Seventh Pay Commission decided similar ranks and salaries for the field staff and central secretariat staff. Hence the commission downgraded grade pay of the Assistants of central Secretariat service from Rs 4600 to Rs 4200.

The recruitment of Assistants in central secretariat and field offices is carried out through a common examination called the Combined Graduate Level Exam (CGLE) on the basis of All India Merit List and there is no difference in the nature of functions discharged by both staff in central secretariat and field offices.

Central Secretariat Services (CSS) officers organized a massive protest in Railway Bhawan against the recommendations of the Seventh Pay Commission which they termed as “injustice to the CSS officers”.

The agitation, held on December 8, aimed at achieving better pay for CSS officers against the recommendations of the 7th CPC, their Cadre review, grant of NFU, amendment to CSS Rules and change in nomenclature.

A spokesperson of CSS forum told, “The ‘vested interests’ in the 7th CPC have attempted to put the institution of Central Secretariat down to occupy the positions of Assistant (Secretariat Officers), Section Officer (Assistant Secretary) for their ancillary services supporting them and Under Secretary (Deputy Director), Deputy Secretary (Joint Director) and Director for themselves as at the level of Deputy Secretary and Director are reserved for Central Secretariat Services and the rest are for Central Staffing Scheme.”

He further said that replacement pay level given to Assistants of CSS (Group-B) is Rs 4200 but the 7th CPC has “grossly erred” in recommending replacement of Inspectors of CBDT and CBEC (Group-C) Rs 4600 who are also recruited through the same Combined Graduate Level Exam.

The spokesperson further told, “The DOPT had sent a recommendation to change nomenclature of Assistants of the CSS and LDC and UDC of the CSCS but the 7th CPC has not uttered a single word on that. The DOPT also gave two increments on promotion from US to DS grade and this dispensation was continued for a long time. However, the 7th CPC has recommended abolition of this provision. Also, surprisingly the gap of the pay between Deputy Secretary and Director has been maintained the same, that is, Director will draw almost 1.5 times of the pay of Deputy Secretary even though the duties and responsibilities of both are the same.”
