Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners - Revised rate effective from 1.7.2016 on implementation of decision taken on recommendation of 7th Central Pay Commission.
The undersigned is directed to say that subsequent to implementation of the decision taken by the Government on the recommendation of the 7th Central Pay Commission, the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be as follows:

Note:- Dearness Relief at the rates indicated in the above table will also be admissible on the additional basic pension/additional family pension available to older pensioners/family pensioners based on their age as indicated in this Department’s OMs 38/37/2016-P&PW(A)(i) dated 04.08.2016 and 38/37/20 16-P&PW(A)(ii) dated 04.08.2016.


2. These orders apply to (i) Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners.



3. These orders will not be applicable on following categories:-



(i) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of adhoc ex-gratia allowance.



(ii) Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3rd restored commuted portion of pension.



(iii) Pensioners who are in receipt of provisional pension in the pre-20 16 pay scales/pay.



(iv) CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 and revised vide this Department’s OM 1/10/2012-P&PW(E) dated 27.06.2013.



Separate orders will be issued in respect of the above categories.



4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.



5. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.



6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.



7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.



8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 1I/34-80-U dated 23/0411981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.



9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.



10. This issues in pursuance of instructions of Ministry of Finance, Department of Expenditure vide their OM No. 112/2016-E.II(B) dated 4th Nov, 2016.

NEW DELHI: The Reserve Bank of India and head offices of most commercial banks have not asked banks to collect photocopies of customers' identities for exchange of old currency notes. 

In an email to TOI , RBI said that its guidelines only require customers to present and show valid proof, the photocopies are not required. A senior official of the State Bank of India confirmed the same: "The bank only needs details and numbers on the requisition slip which the teller will match with entries in a document," he said. 

Yet most bank branches, including several of SBI , have been insisting on photocopies, which has added to lengthening of queues at the branches. Some branches have offered to copy the document in the branch when customers turn up with only the original copy of their identity. 

A few banks are having a dual approach. "While other banks might ask customers, coming to exchange money to submit photocopies, we are not doing so. For our bank customers we already have their KYC details, so there is no point in asking them for identification or proof again," said A Vidyasagar, COO, Lakshmi Vilas Bank. "For non-bank customers we do get photocopies, but we ask them to sign their names with date, purpose and bank branch," he added.

The gazette notification withdrawing the old high denomination notes from circulation issued on November 8 had said that people can exchange notes at any bank by submitting a requisition slip and proof of identity.

Exchange of Cash limit reduced to Rs 2,000 from tomorrow (17.11.2016)



NEW DELHI: The government today revised certain guidelines for the withdrawal of cash, limiting counter exchange of old Rs 500, Rs 1,000 notes from Rs 4,500 to Rs 2000 starting from tomorrow. 

Government also allowed farmers to draw money from banks against loans sanctioned to them to buy seeds and fertilisers in the ongoing sowing season, as it responds to criticism against the move to cancel high-value rupee bills. 

Farmers will be able to withdraw up to 25,000 rupees per week against their crop loans, Economic Affairs Secretary Shaktikanta Das told reporters, adding the time limit to pay crop insurance premiums has also been extended by 15 days. 

Millions of Indian farmers, however, have no bank accounts and depend on local moneylenders to fund sowing. 

"One member of the family, be it father or mother can withdraw upto Rs 2.5 lakhs for a wedding," said Das.

Scammers are having a heyday. Here’s how to stay safe.

That ATM you’re using may not be safe.
As my colleague Daniel Roberts points out, citing a report in theWall Street Journal: “withdrawing money from an ATM is more dangerous than it’s been in a long time—specifically, the worst it has been in two decades.”
The story features some alarming statistics from credit-scoring company FICO. Security compromises of debit card data that have been traced to ATMs on-site at banks rose 174% from the beginning of the year to April compared to the same time last year. And off-site ATM fraud spiked 317% in that time versus the same period last year.
In other words, criminals are having a heyday. So how can you remain safe when banking on the go? Here are Fortune’s top tips to keep you from getting ripped off:

1. Cover up your personal identification number

Shielding the ATM keypad as you type in your security code will help prevent onlookers from glimpsing your PIN. It’s a simple solution but one of the best ways to thwart so-called shoulder surfers from stealing your passcode. (Be careful of video cameras, too.)

2. Check for compromised machines

One of the most popular means by which criminals steal payment card data is through a device known as a “skimmer.” A crook will plant one of these gadgets on the “swipe” or “dip” port on an ATM, where it may read the magnetic strip on your card and rip its data. The thief can then create counterfeit cards, or use the card information to make purchases online.

3. Use ATMs on bank premises

ATMs that are on-site at your bank are less easily tampered with than ones outside. Just look at the numbers provided by FICO, as mentioned above: 174% increase in compromises for bank-based ATMs versus 317% increase for the rest.

4. Limit your exposure

Using ATMs less frequently will lessen the risk that you’ll encounter a bad machine. Try taking out larger sums of cash less often, or conducting more business at the counter or via mobile apps.

5. Promptly notify your bank of any bad transactions

If you suspect that something is amiss, call your card-issuing bank immediately. Many of them require that you notify them of unauthorized transactions within a 60-day period after you receive your banking statement.

Solution for the SB closure error-"The account closure can proceed only if the balance is zero" in DOP Finacle

  • Generally we will use the menu HCAAC for closure of SB accounts in DOP Finacle.
  • HCAAC stands for A/c closure Transaction A/cs
  • But in some cases when we try to close the SB account we will generally face the error- "The account closure can proceed only if the balance is zero" in DOP Finacle.


The error screen shot will be as shown in the below figure
  • From the above screen shot it is clear that the system is showing the above error hence the account is not able to close in the system

Root cause of the above problem :- 

  • The above problem will occur when the counter PA closed the account then sometimes a system generated tran id will be generated with 'S' which will be in entered state which can be traced by using the menu HFTI.
  • Invoke the menu HFTI and enter the account number and click on Go then the system will give the system generated tran id.
  • For example in our case for the SB account number find the below screen shots to trace the tran id

  • From the screen shot the tran id generated by the system is S6239593 as shown in the above screen shot.
  • After tracing the tran id follow the below procedure

Solution for the above problem :- 

  • In the first step in the counter PA login use the menu HTM select the function as modify and post the tran id S6239593 .
  • In the next step verify the SB closure in the supervisor login using the SB closure menu HCAAC.
  • In order to view the total amount payable to the customer check in HACLI you will get both principle amount and CYI interest amount.

‘S-400 Triumf to complement India’s ballistic defence shield’: former DRDO chief V K Saraswat

Stating that India has an active missile shield that has the capability to intercept an incoming ballistic missile, V K Saraswat, the former chief of DRDO and an active member of NITI Aayog, said Saturday that the Russian S-400 Triumf air defence system that India plans to acquire will “complement” the existing system. “The Russian system will complement our ballistic missile defence system,” Saraswat told The Sunday Express on the sidelines of a symposium on “Technologies in Defence and Internal Security” organised at the Indian Institute of Technology-Gandhinagar (IIT-Gn) on Saturday.
The deal for buying the S-400 Triumf air defence systems worth $5 billion was announced following talks held between Prime Minister Narendra Modi and Russian President Vladimir Putin at the BRICS summit in Goa recently. These missiles can destroy aircraft, missiles and drones.
“We have a no-first-use policy. Today we have the capability of intercepting missiles at an altitude of 100 kilometres above the atmosphere and 30 kilometres inside the atmosphere. What we do not have is space-based capabilities that will detect the launch of an enemy missile. We need capabilities that can detect the missile as soon as the plumes become visible,” Saraswat said earlier while speaking at the symposium.
The NITI Aayog member said that DRDO through six flights have successfully demonstrated the efficacy of the missile shield. “We need to intercept missiles travelling at a speed of Mach four or five, which is about 1,500-2,000 metre per second. We have to be faster at about 3,000 metre per second. DRDO has done this,” he added.
His said that India began work on its ballistic missile defence systems in 1999 under the leadership of Dr Abdul Kalam. “As a number of countries have developed ballistic missile systems, we need defence systems that have decoys, stealth and can operate from multiple platforms,” Saraswat said.
Status of LCA Tejas
Speaking at the same event, Commodore CD Balaji, director of Aeronautical Development Agency (ADA) said that the final operational clearance (FOC) for the indigenously developed Light Combat Aircraft – Tejas – that was recently inducted into the Indian Air Force (IAF), is expected to get further delayed to middle of 2017. “The LCA has completed about 3270 flight tests…. We are expecting to receive the final operational clearances by the middle of next year,” he said.
